KEY COMPREHENSIVE PLAN GOALS, OBJECTIVES OR ELEMENTS

- Environmental Resource Protection-Protect surface water quality and quantity; promote sewage treatment systems that do not discharge in streams, but recharge groundwater supply; develop requirements to reduce the silt entering streams and wetlands; develop regulation and delineate selected headwater areas and establish methods of protection; require maintenance of absorptive vegetation in areas of steep slopes; develop regulations which limit soil disturbance.
- Open Space-Require substantial buffer areas along streams, etc.; encourage stream property owners to provide easements.
- Historic and Cultural Resources-Protect historic and cultural resources from encroachment; encourage establishment of New London Historic District.
- Resource Maps-Water Resources, delineate watershed basins; Land Resources, including steep slopes and agricultural soils; Biotic Resources, including wooded areas, and Pennsylvania Natural Diversity Index (no PNDI sites in the township); Scenic, Historic and Cultural Resources, including scenic vistas and roads, potential archaeological sites, historic sites; and Protected Lands, agricultural security areas, public lands, easements, wetlands, floodplains and steep slopes (15-25%).
- Flood Hazard District-Should include a limited maximum impervious coverage and should establish buffer areas adjoining floodplains
- Wetlands-should consider requiring vegetative buffer around wetlands.
- Headwaters-should consider protecting headwater areas by creating a Headwater Overlay District.

FLOODPLAINS
|

Qualification All areas identified within the 100-year floodplain as established by FIA/FEMA and delineated on the Flood Insurance Rate Map (FIRM), as well as all alluvial soils and areas within known high water marks, are protected by floodplain ordinances. These areas define the "Flood Hazard District for purposes of the zoning ordinance.
Regulations No new construction is permitted within the Flood Hazard District, except for limited uses and these have established criteria.

STEEP SLOPES

15-25% Low Intensity Slope District- Permitted uses include forestry, woodland preserve, single family dwelling, lot averaging and yard areas.
25+% Conservation Slope District- No new construction is permitted. Permitted uses include forestry, woodland preserves, a portion of open space for cluster development, and yard areas.

VEGETATIONAL BUFFERS

No ordinances provide for vegetated buffers adjacent to surface waters.
SLDO does require that cover be maintained within 20 feet of a stream.

WOODLANDS
|
| There are no restrictions on woodland disturbance. |

STORMWATER MANAGEMENT

Currently there is no participation in a regional Watershed Management Plan, and there are no stormwater quality management standards. SLDO: Section 617-Stormwater Management
- Permanent stormwater management installation peak discharges shall not exceed the before construction peak from:
a) 25 year, 24 hour storm of 5.7 inches b) 50 year, 24 hour storm of 6.4 inches
- c) 100 year, 24 hour storm of 7.2 inches
SLDO: Section 617-Department of Environmental Protection standards for erosion control.

CLUSTERING OR PLANNED RESIDENTIAL DEVELOPMENT

ZO: Section 1213- Clustering Design Option-The use of this option requires a minimum of 20 acres.
Section 1500 - Planned Residential Development- There is a minimum of 50 dwelling units and 50 acres. They can only be located in the R-3 district. Off-site sewer and water systems are required.
